There are several `manuals':

courses To learn about FORM one can best go to the courses pages.

tutorial An old (version 2), but excellent tutorial, written by Andre Heck.

reference The reference manual, written mostly by Jos Vermaseren.

workshop The notes of the workshop held in April-2013 at the IFT, Madrid.

For people who want to get used to FORM the tutorial is best. The courses are more up to date with the newer features of FORM and have also advanced examples. The referece manual is less didactic. It puts emphasis on completeness and preciseness. This reference manual however is the manual that gets updated regularly.
