1. EUPRO CHARTER

1.1 Preamble

Science is by its nature an international activity. Scientists consequentely have many informal and formal international contacts. In some cases these have led to the formation of international groups and organizations. In Europe this process of internationalizing has been well established notably through the European Union research and technical development frameworks and through the activities of the European Science Foundation .

Among the countries of the EU, Scandinavia and Switzerland, some national funding councils and national organizations responsible for coordinating and managing physics research have decided to foster closer links and to establish the European Union of Physics Research Organizations (EUPRO). At its inception EUPRO sees its primary role to promote and coordinate the national research programs and facilities related to "medium-scale" physics.


2. RULES

The Signatories to this Charter, heads of organizations or their nominees, declare their intention to participate in the European Union of Physics Research Organizations (EUPRO) according to the following rules:
  1. Objectives
    1. EUPRO is an European organization, which endeavours to promote the interests of physics research on the European level.
    2. In order to achieve its objective, EUPRO Shall - among other measures - take the following steps:
      • Hold regular meetings in which information is exchanged regarding national and international developments with respect to physics research, with a possible impact on the European level.
      • Stimulate concerted actions and specific collaborations among (groups of) EUPRO-members.
      • Exhibit itself as a speaking voice for European issues concerning physics research.
  2. Membership
    1. Membership of EUPRO is open to physics divisions of national research councils and other major government-supported organizations responsible for physics research in Europe. Individual laboratories and universities are excluded.
    2. Each Member-organization may nominate up to two Representatives.
    3. The application for Membership shall be submitted in writing to the EUPRO-Secretariat. All the requests received by the Secretariat since the last General Meeting must be laid before the General Meeting, where the decision is made. The General Meeting has the right to exclude Members
  3. Meetings
    1. The General Meeting is the supreme authority of the organization.
    2. General Meetings will be held at least once a year.
    3. Additional Meetings may be organized at the request of the Chairman or following the written request of three Members.
    4. A written record will be made of all Meetings and circulated to all Members.
    5. The location of the General meeting will circulate among EUPRO-Members.
  4. Voting
    1. In the event that consensus cannot be achieved, resolutions and decisions shall be adopted by voting. Each EUPRO-Member has one vote. In case of hung vote, the proposal will be rejected, or no decision will be made.
  5. Executive Group
    1. The Executive Group is elected at the General Meetings, from among the EUPRO-Members.
    2. The terms of reference of the Executive Group are to:
      • develop any decision agreed upon by EUPRO;
      • represent EUPRO at meetings with other organizations;
      • report to EUPRO.
    3. The size of the Executive Group shall be restricted to no more than three Members, of different nationality, including the Chairman.
    4. membership of the Executive Group is normally for two years.
    5. The Membership of the Executive Group is reviewed at the General Meeting.
    6. A written record will be made of all Executive group Meetings and circulated to all members.
  6. Observers
    1. The following organizations are invited to send an observer to the Meetings:
    2. Other organizations may be invited to send an observer to the Meetings.
    3. The observers are debarred from voting
  7. Resources
    1. The present requirements for funds (travel, meeting, venue and administration costs) are to be borne by the Member-organizations.
  8. Amendements and Winding-up
    1. Any proposal of amendment of the Charter shall be sent to all Members of EUPRO through the Secretariat, at least one month before the General Meeting.
    2. To be approved, any amendment of the charter shall require the favourable vote of two-thirds of the Members either present or by post.
    3. The winding-up of EUPRO may be decided only at a Meeting, formally summoned for this special occasion.
    4. The decision concerning the winding-up shall be valid only if approved by two-thirds of the Members either present or by post.

4. EUPRO Statement

K.H. Chang, the Chairman of EUPRO has issued on behalf of EUPRO a statement on ways to enhance access to large facilities. EUPRO members are being urged to adopt the guide-lines in discussions with their governments.
