A wire-tension meter for the production
of Straw Tube Modules for the LHCb Outer Tracker was designed at NIKHEF.
The basic device design was from Iouri Gouz.
The specifications were then collected in a document and the production of five such devices commissioned to an external company [ Engineering Spirit].
